    Hordes pour out of their homes and flood the streets toward the Capitol. Place riot police on the roads, snipers on the rooftops and blockades at the chokepoints, then call in the next wave.

    Unlock special skills

    Throw gas. Ram with the horses. Call a missile run. Every tool of order comes with an ability, and every ability comes with paperwork.

    Hate is our currency

    Every protester down earns Hate to deploy more officers. Every officer down earns Legitimacy, and Legitimacy gets stronger units approved. The Ministry calls it synergy.
